Enterprise master data management and access to federal building information to be simplified
Bern, 04.03.2022 - At its session of 4 March 2022, the Federal Council adopted the partial revision of the Ordinance on the Business and Enterprise Register (BERO). This lays the foundation for the further implementation of the Confederation's joint master data management in the area of enterprises. In so doing, clarity and transparency will be brought to the definition and processing of these data. The revision of the Annex to the Ordinance of the Federal Register of Buildings and Dwellings (VGWR) provides for the expansion of publicly accessible information in internet, thus strengthening the potential of the RBD Reference Information System.
In addition to numerous data of a subject-specific nature – such as information on the income and assets of natural persons for the tax administration or information on a person’s incapacity to work for the social insurance office – the Confederation has a core collection of “master data” that in principle is important to all administrative authorities, regardless of the subject area. In particular, these include data that serve to uniquely identify natural or legal persons.
However, in an age of digitalisation, it no longer seems to make sense for each administrative unit to keep and maintain the same master data in its own database. The same applies to enterprise master data, which in future will be jointly managed and made available to the administrative offices of the Confederation, the cantons and communes and to further eligible bodies to fulfil their respective statutory tasks.
“Once Only” also for enterprise master data
To this end, the BERO now stipulates in a clear and transparent manner which specific information belongs to the enterprise master data. In future, by means of an electronic interface, this data will be made available to all authorities to fulfil their statutory tasks. This will be the first step in the implementation of the Federal Council’s Strategy for the Development of the joint management of the Federal Administration’s core data of 19 December 2018 and in the implementation of the ”Once Only” principle, according to which the administration should preferably only collect data from each person or enterprise once. Today, the Federal Council took note of a corresponding result report and mandated the further expansion. (See Federal Chancellery press release, in German, French or Italian, link below).
Furthermore, the basic terms relevant to the Business and Enterprise Register (BER) for the local and legal unit, as well as the enterprise, will be redefined and individual articles will be adjusted for reasons of transparency and clarity.
More BDR data will now be publicly accessible
Data from the Buildings and Dwellings Register (BDR) serve as reference data for buildings and dwellings as well as for statistical, research and planning purposes (Art. 1 VGWR) and to fulfil statutory tasks (Art. 1 para. 2 VGWR).
At the time of the complete revision of this Ordinance in 2017, the definition of publicly accessible data on housing (eligibility level A) was fairly restrictive. To meet the needs of the current situation, additional data should now come under this definition.
This will meet the requirements for e-government services such as the National Home Moving Service (eUmzug): all citizens who move home can indicate to which dwelling they are moving. However, this will require sufficient publicly available data on dwellings so that they can be uniquely identified.
In addition, building installations will also become publicly available, meaning that it will be easier to access data on heating systems for the monitoring of buildings’ CO2 emissions.
