Customs cooperation: Memorandum of understanding signed with the United Kingdom

Bern, 28.02.2022 - On 28 February 2022 in London, the Federal Office for Customs and Border Security (FOCBS) and Her Majesty's Revenue and Customs (HMRC) signed a memorandum of understanding (MoU) on customs cooperation. This will form the basis for the further development of existing customs and trade relations.

The aim of the MoU is to intensify bilateral contacts between specialists in modernisation and digitisation initiatives, and to foster close collaboration in the area of customs. The desired further development of customs and trade relations is also in line with the Federal Council's "mind the gap" strategy, which it has been pursuing with regard to bilateral agreements following the UK's departure from the European Union.

Exchange of know-how also in the areas of transformation and digitalisation

The MoU is aimed at fostering bilateral exchanges on the implementation of customs reforms, as well on modernisation and digitisation initiatives. As the FOCBS is already implementing such solutions as part of its DaziT transformation programme, HMRC is interested in the FOCBS's experience in this area. Within the framework of the legally non-binding MoU will FOCBS und HMRC also examine a deeper cooperation in various areas such as development and interoperability of single trade windows for easier information gathering, the use of supply chain data, the digitisation of paper-based customs and trade documents, e-commerce, risk management and analysis. As is customary with such agreements, regular exchanges by expert delegations in these areas should foster mutual understanding and strengthen cooperation.
