Innosuisse opens consultation on the complete revision of the Funding Ordinance

Bern, 01.11.2021 - The Swiss Innovation Agency Innosuisse is submitting the complete revision of the Funding Ordinance for consultation. This will implement the amendment to the Federal Act on the Promotion of Research and Innovation (RIPA) in the area of innovation promotion at ordinance level. The aim of the amendment is to give Innosuisse greater room for manoeuvre and flexibility. The consultation lasts until 15 February 2022.

On 29 October 2021, the Board of Directors of Innosuisse approved the submission of the complete revision of the Innosuisse Funding Ordinance for consultation with the cantons, political parties, the national umbrella organisations of municipalities, cities and mountain regions, the national umbrella organisations of the economic sector, and interested parties.

The complete revision of the Innosuisse Funding Ordinance contains the provisions required at ordinance level to implement the amendment to the Federal Act of 14 December 2012 on the Promotion of Research and Innovation (RIPA, SR 420.1) in the area of innovation promotion. The aim of the amendment is to give Innosuisse greater room for manoeuvre and flexibility, including in the promotion of innovation projects and start-ups. The ordinance also addresses the need for changes that have become apparent in Innosuisse’s first years of operation.

At the time of the start of the consultation procedure, the revision of the RIPA has been finalised except for one divergence in Parliament. It is expected that the law will be passed during the winter session of 2021. The divergence concerns the range of the implementation partners’ share of the costs of innovation projects (National Council: 30-50%, Council of States: 40-60%). The consultation case therefore contains two options.
