Federal Council appoints Sabine D'Amelio-Favez as Director of Federal Finance Administration

Bern, 26.08.2020 - On 26 August 2020, the Federal Council appointed Ms Sabine D'Amelio-Favez as the new Director of the Federal Finance Administration (FFA). With effect from 1 February 2021, she will succeed Serge Gaillard, whose employment relationship will continue beyond his normal retirement age to 31 January 2021.

Sabine D'Amelio-Favez emerged from the regular application process as the candidate who best met the requirements, and the Head of the Federal Department of Finance (FDF) therefore proposed her to the Federal Council for appointment.

A native speaker of French and German, Sabine D'Amelio-Favez is currently Vice Director and Head of Legal Services at the FFA. She studied law at the University of Fribourg and was admitted to the bar in the canton of Bern in 2001. Moreover, she has further training in business administration. Before joining the FFA, Sabine D'Amelio-Favez worked as a specialist adviser in the Secretariat of the Competition Commission and later became Deputy Head of Legal and International Affairs and a member of the extended Board of Executives of the Federal Audit Oversight Authority.

In her current role, Sabine D'Amelio-Favez is responsible for regulation and the application of the law in the areas of financial budget, monetary and national bank law, as well as subsidy and fee law. Her responsibilities also include the development and application of the principles for steering federal enterprises. Moreover, she coordinates risk management and insurance policy in the Federal Administration. She contributed significantly to the success of the measures to combat the COVID-19 crisis, particularly liquidity assistance for businesses, through her work in the drafting of emergency legislation and in negotiations.

The FDF believes that by appointing Sabine D'Amelio-Favez it is entrusting the leadership of the FFA to a person whose skills and previous activities make her very familiar with the challenges of a cross-divisional office and with all important topics and relevant dossiers. As a solution-oriented lawyer with expertise in fiscal policy and business administration who has a holistic view and displays excellent joined-up thinking, she has everything it takes to deal with the myriad tasks of the FFA.

Her future tasks include managing the FFA administrative unit from a personnel, organisational and administrative perspective, preparing the budget, financial plan and financial statements for the Federal Council, and evaluating the projects of all departments that involve expenditure. Her area of activity likewise includes the development of fiscal policy concepts, federal fiscal equalization, funding and asset and debt management, as well as the preparation and implementation of legislation in the areas of budget and credit law.
