Federal Council appoints members of Railways Arbitration Commission for period 2020 - 2023

Berne, 29.11.2019 - On Wednesday, the Federal Council appointed the members of the Railways Arbitration Commission (RACO) for the period 2020 – 2023. Anna Ciaranfi Zanetta, a legal expert from Dalpe (TI), was newly appointed to the Commission. The Federal Council reappointed Commission chair Patrizia Danioth Halter and four further members.

RACO will benefit from Anna Ciaranfi Zanetta’s experience in the field of railway law, obtained through her work as a legal expert at AlpTransit Gotthard AG. AlpTransit Gotthard AG is a subsidiary of Swiss Federal Railways (SBB) and is the constructor of the New Rail Link through the Alps with base tunnels at the Gotthard and Ceneri.

In the period 2020 – 2023 RACO will be composed as follows:

  • Chair: Patrizia Danioth Halter, lic. iur., lawyer and notary, LL.M., Altdorf
  • Vice Chair: Markus Kern, Dr. iur., Assistant Professor of Constitutional and Administrative Law, Institute of Public Law, University of Bern, Bern
  • Peter Bösch, logistics expert, Binningen
  • Anna Ciaranfi Zanetta, lic. iur., lawyer, Dalpe
  • Werner Grossen, business economist, head of waste management and recycling Berne, Thierachern
  • Giuliano Montanaro, Ing. civil dipl. EPF/SIA, CEO of alius consulting GmbH, Zurich

The Railways Arbitration Commission (RACO) has its seat in Bern and is an extra-parliamentary commission established under Art. 8a, para. 3 of the Government and Administration Organisation Ordinance. It adjudicates complaints from railway undertakings and initiates investigations ex officio if there is suspicion of network access being prevented or awarded in a discriminatory fashion.
