Invitation to tender for new official publications system
Bern, 13.11.2015 - On 13 November 2015, the Federal Chancellery’s Official Publications Centre issued an invitation on SIMAP to tender for a new production and publication system. The new system should take account of the latest statutory requirements governing the Confederation’s official publications (Federal Gazette, Official Compilation and Classified Compilation) and replace the current, technologically outdated system.
The Federal Chancellery's Official Publications Centre (OPC) is responsible for publishing the Confederation's official publications. Its most important products include the Federal Gazette (BBl), the Official Compilation of Federal Legislation (AS) and the Classified Compilation of Federal Legislation (SR). The OPC's current production and publication system no longer meets statutory and technical requirements. On 13 November 2015, the OPC therefore launched a call for bids for a cost-effective replacement solution on simap (www.simap.ch).
From 1 January 2016, the electronic versions of the BBl and AS become authoritative, instead of the printed version. New provisions on accessibility and data protection further increase the need for a modern production and publication system. In addition, the OPC is keen to take account of the needs and demands of in-house and external users of its system.With the workflow-based production and publication system, the OPC will be able to advise and support offices of the Federal Administration from the initial draft text of an official publication to the stage where it is ready for parliamentary approval and publication. It is planned that the new system will replace the current OPC system in its entirety. Bids will also be invited for system support, servicing, further development and training.
