Federal Chancellery releases tools for publishing open source software

Bern, 02.10.2024 - The federal authorities are required to publish the source code of software that they develop or have developed to fulfil their tasks. This requirement is stipulated in Article 9 of the Federal Act on the Use of Electronic Means to Carry Out Official Tasks (EMOTA). The offices themselves are responsible for implementation. The Federal Chancellery has developed tools to help them meet that requirement.

The publication of open source software by the Federal Administration raises questions about rights, licences, security, organisation and costs. The applicable responses and restrictions vary according to the intended use of the software concerned, and must be taken into account.

To provide support and aid with decision-making, the Federal Chancellery has developed tools and checklists that contain recommendations for the Federal Administration. The resources are available on the website of the Federal Chancellery and can also be used by third parties, in particular other government departments.
