After releasing the figures for the 2023 budget on 29 June 2022, the Federal Council is now presenting this budget in detail. During its meeting on 17 August 2022, the Federal Council adopted the dispatch on the 2023 budget with the integrated task and financial plan (ITFP) for 2024 to 2026. It contains all of the federal receipts and expenditure planned for 2023, as well as the outlook for the three subsequent years of the plan.

The 2023 budget will be balanced, but as things stand at the moment, the debt brake will not be complied with in the financial plan years 2024 to 2026. Moreover, the structural deficits for 2025 and 2026 have risen from CHF 1.3 billion to CHF 3.0 billion and CHF 3.1 billion, respectively, relative to the figures communicated in June, as the counter-proposal to the premium relief initiative has now been incorporated into the financial plan. The Federal Council will address the adjustment of the financial plan in the months ahead. Parliament will deliberate on the 2023 budget during the winter session.

The dispatch on the 2023 budget with the integrated task and financial plan for 2024 to 2026 provides detailed information on the financial situation of the federal budget. It consists of two volumes:

Once a year, the Federal Council submits a dispatch containing the budget with integrated task and financial plan (ITFP) to the Federal Assembly. This shows the planned expenses and investment expenditure, the estimated revenue and investment receipts, the total expenditure and the estimated total receipts of the Confederation for the budget year and the three subsequent years of the plan. Furthermore, it provides the task and financial plan for all administrative units, as well as the performance groups with the most important targets.
