Petition

All persons capable of forming a judgement – i.e. not just the electors! – are entitled to address requests, suggestions and complaints to the authorities.

These are required to take due note of such petitions; an answer to them is not compulsory. However, in practice every petition is considered and does receive an answer. The petition may relate to any activity of the State.
